The Bradford Ranger District of the Allegheny National Forest (ANF) is reviewing a proposal by Columbia Gas of Pennsylvania, Inc., for a Special Use Permit (SUP) Renewal of Rights of Way (ROW) for 2 existing natural gas pipelines located within Warren County, Pennsylvania: 1) Located within Sheffield Township, Lot 318, this pipeline is 288 ft. in length and 30 ft. wide and 2) Located within Mead Township, USA Tract 202, pipeline D-4227 is 6,687 ft. in length and is presently 16 ft. wide. The request includes replacing the existing D-4227 pipeline and widening of the existing ROW by 14 ft. The purpose of the SUP renewal is for the transportation and supply of natural gas. In addition to the SUP renewal, there is a need is to upgrade the existing Mead Township gas line D-4227 due to its age and leakages of natural gas. A Tionesta man was hurt in a one-vehicle crash Friday morning in Elk County. State troopers say 28-year-old Jonathan McGrath was driving his pickup truck on Route 948 just north of the Highland Road intersection when the truck slid on the ice-covered road, crossed the road, went up an embankment and rolled over. A Port Allegany man is in jail for allegedly setting fire to his own house. 24-year-old Perry Benjamin Green was arrested Friday for starting the fire at the Railroad Avenue house he rents. Police say they were called to Shooters Bar for a report of an unruly patron and learned that Green was fighting with his father, according to papers filed in District Judge Bill Todd’s office. Police took Perry home. He was still unruly, and punched and kicked his own vehicle. Police say he was irate as he was walking toward the house. Green had also asked Officer Kyle Day to go back to the bar and pick up his personal items. At 11:44 Day left the house to go back to the bar. At 11:51 p.m. Day got a call saying there was a fire at 19 Railroad Avenue, and told the 9-1-1 Center he had just dropped Green off at that house. The 9-1-1 Center told him Green is the person who reported the fire. Back at the house, Day arrested Green. At the police station Green gave Day two different statements. One

American Refining Group, Inc. (ARG), is part of a consortium that was recently awarded a $6.87 million grant funded by the USDA’s National Institute of Food and Agriculture (NIFA) through the Biomass Research and Development Initiative with the objective of developing an advanced biofuel. FarmBio3 comprises ARG, several universities, biomass-feedstock suppliers and the USDA. The group aims to develop an advanced biofuel or a biobased crude oil that can be used as a refinery feedstock in the way petroleum crude oil is currently used. Materials that do not compete with the food supply, such as forest residues, animal manure, switchgrass and other perennial grasses, are collected on-site and converted into a liquid “bio-oil” that can be further processed into industrial chemicals or fuels. Volunteer fire and emergency response organizations in Cameron, McKean and Potter counties have been awarded more than $400,000 in grants from the state, Rep. Martin Causer (R-Turtlepoint) announced today. “We have so many dedicated (men and women) who willingly give of their time to respond to emergencies and serve our communities, and I am very grateful to them for their work,” Causer said. “I am pleased we were able to expand this year’s grant program to better support them in their mission of protecting the public.” Last fall, lawmakers voted to both extend and expand the decade-old program by increasing the total grant funding from $25 million to $30 million. The new law also provided financial assistance to some paid municipal fire companies, such as the City of Bradford Fire Department. The funding comes from an ongoing grant program created by the Legislature and administered by the Pennsylvania Emergency Management Agency and Office of the State Fire Commissioner.

A new major at the University of Pittsburgh at Bradford will allow students returning to college and transfer students to make the most of their credits toward a bachelor’s degree. The university is offering a degree in general studies beginning this term. The major offers students the ability to use more credits from a wide variety of subject areas toward one degree. Although it is not as narrowly focused as a single-discipline major, the general studies major will require 72 to 73 credits of the 120 credits required for graduation to be distributed over three areas of studies. Students will have to design their academic plan to include courses from three of five areas, which are arts and letters; behavioral, economic and political science; history, cultures and philosophical inquiry; physical, life and computational sciences; and professional studies. Police have arrested the man they believe robbed a Johnsonburg bank at gunpoint last week. 36-year-old Corey Feronti of Ridgway is charged with three felony counts of robbery and a misdemeanor count of theft. Feronti is accused of going into the CNB Bank on Market Street on the afternoon of January 8, pointing a gun at an employee and demanding cash. After working several leads in their investigation, police searched Feronti’s home, which led to his arrest. Feronti is in Elk County Jail on $100,000 bail. A 75-year-old Bemus Point man is accused of sexually abusing two girls. Investigators say Ralph Bush assaulted the girls in his home between June and December of 2011. Sheriff’s deputies did not say how old the girls are, other than they are adolescents. He is charged with sexual abuse, sexual conduct against a child and endangering the welfare of a child. Two people were hurt last night in a one-vehicle crash on Manchester Road in the Town of Kiantone. Sheriff’s deputies say a Jeep Cherokee driven by 46-year-old Jeffrey Perrin of Falconer went out of control and rolled onto its roof in a ditch. Perrin and his passenger, 41-year-old Angela Person of Falconer, were treated by emergency responders at the scene and then taken to WCA Hospital in Jamestown for further treatment of minor injuries. Perrin is charged with driving while intoxicated and a number of other violations. Deputies say further charges are pending the outcome of a blood test. An Allegany County, New York, man is facing charges for growing marijuana on his property back in August of last year. 50-year-old Roger Klein of Alma is also charged with criminal possession and unlawful possession of marijuana stemming from a traffic stop in the Town of Wellsville back in September of last year. An Olean woman is accused of selling a stolen iPhone. Sheriff’s deputies say 21-year-old Stephanie Cossairt sold the iPhone to the Game Stop store in the Town of Allegany on December 1. The iPhone was stolen from a vehicle in the City of Olean. Cossairt is charged with possession of stolen property and is scheduled to appear in Town of Allegany Court on January 28. Four people were hurt in a crash at about 8:45 this morning on Route 60 in the Town of Kiantone. Sheriff’s deputies say two vehicles were stopped for a snow plow when a third vehicle hit the second vehicle from behind and pushed that car into the first car. The drivers, Mitchell Costanzo of Frewsburg, Jesse Heppler of Lakewood and Kenny Torry of Jamestown, along with Torry’s passenger, Ryan Sanderson of Westfield, were all taken to WCA Hospital for evaluation of their injuries. As the state's capital remains on the brink of bankruptcy and cities across Pennsylvania are faring little better, state Sen. John N. Wozniak is forming a legislative coalition to push for aggressive action to end the decline. In a letter to House and Senate colleagues, Wozniak noted that, while Pennsylvania's historic downtowns are unique, the fiscal problems they face are not. "Sprawl, changing demographics, public safety concerns and archaic tax structure have drained the vitality of our once-vibrant downtowns," Wozniak wrote. "Since the causes are not unique, we can't stand by and ask local government officials to stem a tide that is overwhelming their capacity and authority to innovate." A Smethport man wanted in McKean and two other counties has been picked up by US Marshals and is in jailed in Erie. The Marshals’ Fugitive Task Force picked up 23-year-old Robert Penn on East 11th Street at around 2 p.m. He is wanted in McKean County for not appearing in court on theft charges in connection to an incident back in September of 2011. He is wanted in Allegheny County for probation and parole violations and for burglary, theft and criminal mischief. Steve R. Caskey is seeking the Republican nomination in the May primary for the Office of McKean County Sheriff. Caskey graduated from the Indiana University of Pennsylvania Police Academy in May of 1988. Immediately after graduation he was hired as Assistant Chief in Smethport serving in that post from May of 1988 to January of 1990. In January of 1990 Caskey started his career in the City of Bradford as a patrolman. In 2005 Caskey successfully completed the civil service testing procedure for the rank of Lieutenant. Applications are now being accepted for a state grant program that promotes the rehabilitation and new development of parks and recreation facilities, according to Senator Joe Scarnati (R-25). The state Department of Conservation and Natural Resources (DCNR) has scheduled workshops and is now accepting applications from municipalities and non-profit organizations for grants under the 2013 Community Conservation Partnerships Program (C2P2). “The C2P2 grant program provides the opportunity for significant investments in local projects through building on the natural and recreational resources we have in the region,” Scarnati said. “Our community has seen the benefits of this program in the past and I would encourage municipalities and organizations throughout our region to consider applying this year.” In 2013 the DCNR will target grants for projects that promote the local recreation and conservation priorities listed in the Statewide Comprehensive Outdoor Recreation Plan. Two people were hurt in a a crash at just after 8 o’clock this morning on Rotue 120 in Cameron County, about a mile east of the Elk County line. Police say a Jeep Libery driven by Ali Reigle of Emporium went out of control on the snow-covered road, spun around and hit a car driven by Angela Regulski of St. Marys. Reigel’s vehicle kept spinning until it hit a guiderail. Regulski’s car spun and then jump on top of a guiderail. Regulski was trapped inside the car and had to be extricated by emergency responders. She suffered severe injuries. Reigel sustained moderate injuries. They were both taken by ambulance to Elk Regional Health Center. Both vehicles had to be towed from the scene. A Lakewood, New York, man is accused of selling heroin to undercover agents with the Southern Tier Regional Drug Task Force. Police charged 25-year-old Brandon Butler with criminal possession and sale of a controlled substance. He is jailed without bail. Harrisburg - Senator Jake Corman (R-34th District) announced today that the NCAA (National Collegiate Athletic Association) has agreed not "disperse or otherwise dissipate" any of the $12 million in fine money already paid by the Pennsylvania State University (Penn State) to the NCAA while negotiations continue on the over-riding lawsuit filed by Senator Corman. Senator Corman filed a preliminary injunction motion to prohibit the NCAA from releasing any of the $12 million the University has already paid to the NCAA. He also filed a lawsuit this month asking the court to enjoin the NCAA or their endowment from releasing the $60 million fine to organizations outside of Pennsylvania. Senator Corman said, "I believe the fine money, which is coming from Pennsylvania residents, should stay in Pennsylvania and benefit our organizations and children. City of Bradford Police had their hands full with a number of calls on Wednesday. They got reports of harassment on West Corydon and Kennedy streets, and harassment by communication on Mechanic Street. They also investigated motor vehicle accidents on West Corydon, Elm and Congress streets. Officers were called to a juvenile-related disturbance on Mechanic Street, a reported theft on Avenue B, and reports of trespassing on Kane Street and a suspicious person on Pleasant Street.
